- A local radio program on Amateur Radio will go nationwide
- beginning Sunday, November 28. ''Ham Radio and More,''
- hosted by Len Winkler, KB7LPW, from KFNN in Phoenix, will
- be made available to the 82 member stations on the Talk
- America Network (TAN) at 6 p.m. EST on the 28th.

- The show, now in its third year on KFNN, is non-technical
- and intended to appeal to licensed amateurs as well as the
- general public. Well-known amateurs are guests on the
- show, which runs two hours locally but which will last one
- hour in the network version.

- Winkler says a grass-roots effort by hams is needed to
- make the national broadcasts a success. Amateurs are
- asked to call their local talk radio station (TAN
- affiliate or not) and encourage them to air ''Ham Radio
- and More.''

- Winkler's first national guest on November 28 will be
- Frank Moore, WA1URA, a television executive in Fort Wayne,
- Indiana, and producer of an award-winning documentary
- video about Amateur Radio's role in communications from
- Kuwait during the Iraqi occupation in 1990 and early 1991.

- Amateurs can find out the call signs of stations in their
- area affiliated with TAN by calling KFNN at 602-241-1510.
- The show also can be heard via Satcom C-5, Transponder 19,

- enclosed post in letter form. I ignored it. I received about five
- more of the same letter within the next two weeks. I ignored them

- Another lefter: I tried a similar program in which the cost was
- $5.00 per response. In that one the return was about 3%. Since I
- did not have a modem I sent out letters regular mail. I created a
- few mailing labels and printed out all of the labels on pressure
- sensitive tape. The first mailing that I used the $1.00 dollar per
- reponse approach I started to get return mail in just over one week!
- I sent out 200 letters instead of 100 that is required if you use
- the mail instead of the bulletin boards. Additionally, I included
- as many friends, relatives, classmates, that I could think of in
- order to encourage their participation if they happened to recognize
- my name, so my percentage of gain was higher. I am trying again
- with 500 lefters to see if I surpass the $141,000 of the last time.

- Additional Notes: This system works equally well if mailed out
- manually. Mind you it takes more effort to hand address the
- envelopes and the cost goes up proportionately to cover the postage
- and envelopes. You must also photo copy the instructions, cross out
- the name in number one position, write in your name in the number
- ten slot and change the rest of the numbers accordingly. (it might
- be neater to use white out or paste over the names.) In order to
- achieve the same results you must send out the $1.00 dollar to the
- first five names and then send out another 100 letters with copies
- of the program enclosed. It has been suggested not to put a return
- address on the outside of the envelope in order to encourage the
- recipient to open it. The return will approximate that then
- received from the posts listed on the bulletin boards.

- Hello, my name is Steve Peester. As you may have noticed I'm the
- tenth name on this list, so I do not have a rags-to-riches story to
- tell here. However, I did make a phone call to the 2nd name on this
- list, Ernest Goyette. Did he have a rags to riches story to tell?
- Not exactly, but then I found out that he did not follow the
- instructions precisely. You see, Ernest lost faith in the program
- before he had finished following instructions. He only uploaded
- this file on one BBS, which happens to be operated by Darryl
- McGinnis, the 3rd name on this list. Ernest told me that he has
- received $92.00 to date (1/6/90). I realize this is far from the
- $50,000.00 promised at the first of this file, yet one must keep two
- things in mind:
- 1. $92.00 is almost 10 times his initial investment, and it only
- took about an hour of his time (there's nothing to lose).
- 2. This program works mathematically on an exponential scale. In
- other words, for every one BBS that this file is uploaded onto, it
- should spread to at least ten other BBSs and possibly a whole lot
- more. So, if Ernest had uploaded his file on all ten BBSS, he
- should have at least gotten a hundred-fold of what he has, which
- would be $9200.00. Not bad for a few hours work and a $6.25
- investment (including postage).
- Finally, I would like to exhort those who become involved in this
- program to maintain its integrity by being honest. It is the only
- way that it can possibly pay off. In other words, be sure to enter
- your name at the bottom of the list and not in one of the top five
- positions (actually this would be robbing yourself since it is while
- your name is in the lower positions that it gets multiplied
- exponentially over hundreds of BBSs). And, of course, send your
- $1.00 off to the first five names. As I write this I have not made
- a penny (that's because I have not uploaded this yet), but I thought
- you might like to hear from someone at the bottom of the list,
- instead of someone claiming rags-to-riches. I hope such is true,
- and I'm sure it will be if we all stick with it. The potential is
- definitely here! P.S. Call me if you get rich.

- callsign will be WZ<# of call district><your initials>. Therefore,
- my temporary callsign would be WZ1MPD, and a friend of mine would

- The reasons I feel the proposal is flawed are as follows:

- 1. There is no accountability as to who has what callsign. It is entirely
- possible that a dozen people with common names will all be sharing the
- same callsign in the same area. You can draw your own conclusions as to
- the mass confusion this will cause.

- 2. The lack of accountability also creates problems when hams with
- instant tickets break the rules. How do you contact someone whom the
- FCC has no record of?

- 3. The potential for abuse of "instant" callsigns is very great. If I am
- unlicensed, all I have to do is make up a new instant callsign once every
- few months, and I can operate indefinitely.

- 4. As a licensed ham, my ticket is at stake when I key up and speak to
- a station. If I am in a QSO with an unlicensed station, my ticket is
- in jeopardy (although in all reality I doubt the FCC would issue a fine,
- but you never know...)

- 5. What happens when a person with an "instant ticket" gains access to
- HF, or upgrades? WZ1MPD/AA? Or just WZ1MPD still, since its an "instant
- ticket" after all?

- I do not believe that the "instant callsign" can be compared to someone
- who upgrades and then operates with the temporary identifier /whatever.
- For one thing, the person is already licensed and is on file with the
- FCC. Again, accountability.

- The FCC states that the reason for the "instant callsign" is that they
- receive hundreds of phone calls from people asking what their callsign
- is. This proposal was put forth by the FCC as a way of decreasing the
- number of phone calls they get.

- <KNOCK> Hello? McFly? Seems the answer to the FCC's problem is not to
- enact a rule change, but to simply STOP taking the damn calls asking
- "what's my callsign?" Once word got around that you can't call the FCC
- anymore, guess what? People will stop calling. Duhhhhh. Its so obvious,
- only something as stupid as a government bureaucrat couldn't think of it.

- we've seen over the past ten years of the FCC "getting out" of the Amateur
- Radio business. First VECs, then lack of enforcement, now "instant

- Well if - .... . is considered an alternative *pronounciation* of the
- English word "the", then I find that an acceptable explanation. That
- still doesn't make Morse a language, at best it makes it a dialectical
- *pronounciation* of a natural language word. Now the question is how
- big is your vocabulary? For example, would you have "heard" all the
- words in this paragraph, or would you have had to spell out most of
- them? In natural languages, a vocabulary of 500 to 10,000 words, depending
- on context and the particular language, is considered necessary to be
- fluent. Are you fluent in a natural language using Morse pronunciation?

- I'm no more hostile to Morse than I am to ASCII. They're both just alphabetic
- encodings. ASCII is a more complete set of encodings than Morse, but that's
- merely a side issue. Both can be used to spell out natural language words.
- Neither is a language in itself.

- Ah, the "monitoring" bit was still inappropriate usage. It's sort of
- like walking up to two people chatting in the mall and saying "Bill,
- eavesdropping" instead of "Hi I'm Bill, how are you, mind if I join you?".
- On a busy machine, you'd normally just insert your callsign if you wanted
- to join the conversation, and they'd pick you up on the next go round. If
- one ham is signing, and you caught the call of the other ham, then calling
- him directly with "KE4ZV, Hi this is Bill, N9VLS" would be *a* right way
- to start a conversation. Only on a totally quiet channel would the "monitoring"
- term be acceptable usage, and even then it should be redundant since we'd
- expect you to listen before transmitting. Just popping your callsign out
- is almost always the appropriate way to start or join a conversation on a
- repeater. "Hey, anybody around? This is N9VLS." is also fairly well accepted
- on many machines, but would be thought a bit wordy in some areas.

- That's good. Most people will make allowances for varying procedures.
- It's usually best to conform to local usage as soon as you learn it
- though. That'll assure that you continue to be welcome. Putting a
- smile in your voice is almost always a door opener, even if your
- procedures are non-standard for the machine in question.

- That's the way I usually do it too. We sometimes razz people for saying
- "monitoring" on our machine because they're unlikely to be listening
- while they're talking. :-) But that's just in fun, I've caught myself
- doing it too. What we *really* don't like is use of Q signals, CQ, or
- other expressions that aren't plain language procedures. We urge users
- to talk like normal human beings when using the machine rather than using
- HF jargon. We also don't like excessive IDing at every turnover, or attempts
- at strict roundtable procedures. We don't try to run people off who do
- these things, but they will very likely catch some good natured heckling
- from the peanut gallery.

- On the other hand, there are other repeater groups in town who attempt
- to enforce use of particular words and procedures very strictly. One
- of them hosts ARES. Now I guess there's nothing wrong with trying to
- emulate police or military comm methods, and use of strict procedures
- can be helpful in emergency net situations, but our group doesn't find
- it very friendly or natural for day to day conversation.
